That depends on where the fogging is occurring. If the windows are double-glazed and the fogging is happening between the panes of glass, then the seal is broken and the windows need to be replaced. Windows made by Andersen, Pella, etc which are double-glazed have a vacuum applied to the space between the glass. The air is removed and replaced with argon gas (or something similar) and then sealed. If you have fogging between the glass, that means that you lost the seal and the windows need to be replaced.

No...NEVER
New windows if they are ones with double glass..that are called thermopane will never fog unless the seal between the two panes of glass has failed, they are designed specifically to not fog and to reduce heat loss by having the double pane with a vacume or intert gas between the panes, Fog is caused by moisture entering this area which as I said before means the seal has failed, If you are getting moisture on the inside of your windows in the house it is a sign of a bad install and air from outside is leaking in, cooling the inner glass and so household moisture is condensing on the cold glass, the twin pane designallows the inner glass to stay warm while the outer one is cold...if the seal between the two panes fails or the install of the window is bad cold air is cooling the glass and allowing the condensation.

No never.Fog on the inside means seal failure.Fog on the outside could be from high humidity or a cold draft coming in from a bad install.

Call the company and make a complaint. If they refuse to fix the problem, pay another company to come in to correct the problem. It is worth the money.

Depends.
Primarily on how poorly installed they were...or put together. Or, on how humid it is, and how cool you keep your A/C.
Generally speaking...no.
