Get a camera.
Take some pictures.
Learn and master the basics.
Take some classes, or if none are offered, find a local photographer who would be willing to mentor you.
Go down to your local library and check out some books on basic photographic techniques.

I don't know any good schools. This is my 2nd year into photography. I am a self taught photographer and here are a list of things I know:
The biggest thing about photography is you have to have talent, also know as the photographers eye- where you look at an object or scene and can see past what your eye is visuslly seeing and see the art and what that particallar thing you are photographing with certain lighting, depth, composition, and ect.
Another thing is practice. Go around you neighborhood or town and search out spots for taking pictures and take lots of pictures at different angles, aperture, and shutter speeds.
Don't be afraid what people may think of you when they see you somewhere with a camera, escpecially if your a teenager.
I was 17 when I first started and I went around my nieghborhood and started taking pictures and ended up freaking my whole nieghborhood out, because they thought somebody was taking pictures of their house, which I wasn't.
Obey the laws. Every photographer has the right to take a picture but there are certain kinds of pictures you can't publish, and be curteous to proples privacy.

And get a book about photography and study it. And also get a good image editing program like Adobe Photoshop, there are cheaper ones that are just as good and simpler to use.

Long story. To get good pictures, you need to know what a good picture is. Then you need to know how to take the picture so that you get what you want to get. Sometimes you need different lenses, filters, angles, darkroom magic and then lots of experience. Jr Colleges will teach SOME of the basics. A full blown photo school will really go into tecknique and that is money and money and more money. Then when you get a job, you have a job but for very little money.
I did it for 18 years finally quit and started a real business and made lot of money.

Take a photography class at your local high school or community college.
If you're fortunate you'll have to use a film camera with all manual controls. You'll get to process film and make your own prints from your negatives.
You will learn about light, f-stops, ISO, shutter speeds and composition.
You will learn to "see photographically" instead of just looking . Trust me - seeing and looking are completely different.
Once you've completed the course you'll have a better idea of what features and benefits to look for when buying a camera.

You don't HAVE to go, but it would be a good idea.
Most of the arts colleges have photography majors.
A lot of the regualr colleges have a photography curriculum as well.
Any of these should get you learning the basics and exploring the world of photography, and get you out of the snapshooter realm.
The other option is to do as I did and become a self taught photographer. This takes considerably longer to master the basics and practice, as you are 100% on your own to figure things out, learn from trial and error. It can be done.

the best part of a good photography school is not in the taking photos part, its in the business of photography part, youll need to know how to run a photography business or else you can be the best photographer in the world and still be living in your car..
As for learning to take better photos, you can join any of the thousands of photo forums and get all the advice, tips and tricks in the world.

If you want to study on your own, you can order a home study course from the NY Institute of Photography. It's a very good course, I ordered it myself last year. you will learn a lot!
other than that, try a community college for a less expensive degree start!
as for a camera, the best kind to get is an SLR (single lens reflex). my mom lent me her old one when i started the course. if you're going with digital camera you should get a one that has auto AND manual modes to get the most creativity out of your shots. a digital SLR is ideal but they cost a lot and for a beginner, a good digi is just fine. a tripod is a definite bonus, you get a monopod with the NYIP course. once you know what you're doing, you can start buying special lenses ;)
always try to plan your shots. for portrait shots, focus on the eyes. black & white pics are always great. motion can be fun, you have to know how to adjust your shutter speed to get the effect you want. again, this is all in the NYIP course.

You should go to college or university that has a good art, design and technology department.
You'll be able to choose a commerical or art based photography course. If you want to be a commerical photographer doing glossy ads and advertising its the commeerical photography course you need.
