Never.

Both the converter boxes for old analog TVs and newer standard definition digital TVs will receive all over the air HDTV broadcasts; they simply down convert the HDTV signal to match the resolution of the TV.

In other words, if you hooked up one of the digital converter boxes to a 20 year old TV and tuned it to an HDTV broadcast, it would be displayed with about the same quality as a DVD being played on the same TV.

OK, "Never" may be an exaggeration. In 50 years the new TV broadcast system may become obsolete, and be replaced by something else.
