You may want to restrict her food and water intake: Food 3 times, water 4 times a day. Let her have as much water as she wants morning, noon, after work and before bed.
Get her outside 15-20 minutes after she drinks. If she does have an accident inside, save a paper towel from cleaning up after her and put it in a zip-lock bag.
When you take her out, put the paper towel on the ground to encourage her. When she goes, praise her!

My puppy does the same thing... when we take her in too early. When they go outside they have thir mind on exploring, you need to let it and when she really has to go it will find a spot. You are better off getting a chain and leaving her outide for a little while. If you have a fenced in yard let her stay out there and have fun and let her take her time. It takes a while to train a puppy you should also crate train her.
Also, 10-15 min after she drinks and eats she will have to go. She needs to be put on a schedual for eating. Don't let her drink after 7. I feed mine at 5am, 12pm, and 5pm. And as soon has she wakes up... TAKE HER OUT~!
I use the puppy pads for inside the house. My puppy uses them about 95% of the time. She is only 2 months old so she is still learning. When she goes on the floor say in a frim voice "no" don't use the words "bad *your pups name*" together. Then show her the pad and/or take her outside. When she uses the pad and goes outside praise her in a high pitch happy voice. Then give her a treat when she goes inside. It could take almost a year to 100% potty train your pup. Good Luck~! Potty training 101: when you take your puppy outside go to the place in your yard where you want her to potty. She should be on her leash stand in the middle of where you want her to go. Be still and quiet until she goes potty. Do not speak to her while she is going (she will stop if you do). When she has finished give her ton of praise and maybe a small treat. Then go for your walk. The walk becomes the reward for going potty. Before long she will automatically go to the place in the yard where she should and then will be ready for her walk. Better yet you will only have a small area of the yard to clean up. Have patience it can take up to 5 to 6 months to get a puppy 100% reliable.

Because the pup doesn't know where the "bathroom" is outside. Where it's "okay" to take a dump. Try this. Take a few of her fresh turds outside to a place where you want her to go. Then when you take her over there after she eats, she'll smell her own poo and think in her little brain, "this must be the bathroom". Meanwhile, thoroughly remove all her smells from inside the house. Use a strong disinfectant and a floral deodorizer. Take her out to her "bathroom" three or four times a day, even if she doesn't gave to go. She'll get the idea real quick. Unless she's a (blonde joke follows...) golden retriever...

Puppies urinate shortly after they drink water so it's best to take her out around 10-15 minutes after she drinks. They also have a bowel movement around 15-30 minutes after eating because they have to make room for the food they just consumed. It's best to feed the puppy on a schedule so you can time (as much well as possible) her bowel movements. Use positive reinforcement and anytime she goes potty outside, praise her and give her a treat immediately (take a treat outside with you).
Another way is to clean the pee up from inside and take the papertowel outside into the grass. The puppy will smell the urine outside and is more likely to go out there.
I always say "go potty" (in a loving, sweet voice) to my dogs and they take it as a command pretty much and go then. When she does go in the house say "No! Potty outside." and then take her outside and say "go potty."
Good luck and remember it takes time and constant reinforcement.

Try taking your puppy in your yard to let her pee there.It may sound weird,but for some reason some puppys don't seem to want to potty else where.When ever my dog was a puppy she would wait till we got to our yard to go to the potty .But as she got to be a big dog she would then go potty in other yards besides just ours.

This sounds gross, but try the match stick method.
You feed your dog at scheduled time. When she's done, take her outside and stick an unused matchstick in her rectum. The match doesn't harm her, only stimulates the sphincter muscle, which causes her to poop.
Take her inside immediately.
Do this each time you take her out for about two or three days. Then see if she understands why you're taking her out.
Also, each time she goes potty, praise her and give her a treat.

You need to stay out longer with her! Tell her "go potty" or something similar in order to teach her to go on command. Lots of praise when she goes! No putting her back down loose in the house if she does not go and you know she has to. Either crate her or watch her closely. If you catch her in the act, say "NO" and take her back out immediately. Go to one spot outside so she can smell and be stimulated. Take her out frequently. Be patient, very young and toy breeds can take longer to train.

Mine was doing that too. You need to make sure you are walking her for long enough. Usually 15 to 20 minutes. If she does her business outside, giving her a small treat and some praise helps her to learn what she is suppose to do. It does take some time though.
