Can Christians (governors, soldiers, police, president, judges, etc) who choose to be in position to kill someone allow this?

Not if avoidable. Still they SHOULD be seeking God for the answer of whether to taking drastic actions like that.
As a father, i am not going to allow my children to be put to death and not try to stop it ya know?

However, we know that isn't happening. I don't look at President Bush as any kind of Christian.

If the person is an immediate threat or would hurt an innocent, killing someone can actually save lives. Ideally, of course, killing is not right. I firmly oppose war or other things done in the name of God. But take a child molestor who killed children after raping them, if a judge lets such a creature back into society and he comes after your child, what would you do? There is a gray area, but as a Christian, I believe in turning the other cheek. However, if one is to believe everything in the Bible, the Great Flood was not meant to simply allow people a nice swim.

Killing is permitted only in self protection, protection of family or others, protection of country (I am not sure where I stand on the death penalty) and maybe the death penalty.

Murder on the other hand is never OK. It is the willful corrupt taking of a life for no aparent reason. One of the 10 commandments says, "Do not murder" not do not kill.

Both the Old and New Testament call for capitol punishment for murder, if that is what you mean (Gen. 9:6, for example).

The Old Testament allows for warfare; it is debatable if the New Testament allows war. However Peter and Paul seemed to say that solders can use "the sword" to enforce justice, which I assume means that police can use deadly force against criminals who are dangerous.

Define "OK".

I'd kill people if I could, but humans have this thing called a newspaper... and if word got out that so much as one human had been killed by a badger, they would use their dastardly firesticks and stabbysticks to kill all of us.
No concept of justice, given how many of us they kill accidentally and never give a second thought to.

Yeah, I would consider it OK to kill a few humans.

No, its not okay for people to choose who lives and who dies. I think in a lot of cases people try to make that decision
(abortion, death sentence and assisted suicide) to name a few. Its kinda like they want to play God in a way and they go too far. I guess the only time its remotely okay is if its self defense and you have no other options.

Christians believe that it is OK to kill adult doctors, criminals, foriegners, people with different beliefs, homosexuals etc., etc.

However they also believe it is a sin to have an abortion, no matter what the circumstances, and to allow euthanasia in any circumstances.

The word hypocritical comes to mind.

Building an expensive church and Allowing people to die of hunger is killing also.
Materialism kills
So what I'm trying to say is that there's allot of ways to kill without a bullet.

what the law does is justice . in wars soldiers do kill as per the military rules
