This is one of the problem in simplifying and taking extreme view on certain food products.

White rice, or refined rice, when compared to brown rice, contain less fiber. From that stand point, it is unhealthy, or not as healthy as brown rice.

However, compared to other refined carbohydrates, rice is just as good product as any other refined source of carbohydrate, perhaps better, as they are not as refined and concentrated as other products. (such as flour)

If you are overweight and trying to lose weight, any carbohydrate in excess will be bad for you. That doesn't make a certain food group of food unhealthy. It makes it not suitable for your particular needs.

I'd say, eat in moderation, and if there is a choice, eat brown rice.

White rice that are sticky are mostly Japanese and Korean variety. They are usually short or medium grained. These are different from American, Chinese, Vietnamese, etc, rice, which are mostly long grain and NOT sticky.

Since you can not separate the white on rice from the rice itself, this saying, when used as "I'll be on you like white on rice" means that I will be all over your a** . Like white on snow is another version of this.

No, in my country (Indonesia), people eats white rice everyday. Usually rice is served with side dish. It may not good for diabetic patient, because it contains much of glucose.
I don't know what is "sticky" white rice, do you mean porridge?

rice is not unhealthy, but anything in too large of a quantity is not beneficial... and if you consume more of anything that you won't burn off for the day, it will turn to fat and be stored (yes that means protein or even anything healthy as well... if you don't use it you'll store it). but rice in general is not bad for you.
