Do you know the parents or at least where they live? You can either talk to them or send them an anonymous letter phrased in terms of how you are concerned for the children's safety and not in a "your kids are wild" sort of way. I would bet a lot of the parents have no idea what goes on at the bus stop or on the bus for that matter. A lot of kids that are kept on a short leash at home need to get out their childishness in some way when they aren't around mom and dad. If this were my child, I would definitely want to know.
I would also try talking to the school again, maybe phrase that conversation in terms of liability...they've been notified of the situation and if a child gets hurt in the future, the school district may be on the hook.

My kids do not, but every day on our way home from school I have to drive like a turtle because all the middle school kids are doing exactly the same thing, or simply walking down the middle of the road. My kids and I were just discussing this yesterday.

Most parents don't actually stay with their kids at the bus stop and the kids run around like little maniacs. There's little one can do about other kids behaving stupidly and one would get quite the reputation if one tried. I would, however, feel obliged to say something to these other kids once a day so that your conscience doesn't haunt you if something unfortunate were to happen.

I'm 11, have a bus stop, and no one runs around in the street. Though i do cross it by myself getting g to the bus stop, sometimes running and acting like a nut, cause my bus stop is across the street and I hate being cooped up for 7 hours in school.

i wait with my son at his stop.and he nor the other child on the stop run around the both stand quietly or as quietly as a 7 and 4 year old can. they are both taught and know better

I GET SO MAD AT THE KIDS WHEN THEY WALK IN THE ROAD! THEY HAVE NO RESPECT. DEPENDING WHAT KIND OF MOOD IM IN I YELL "GET OUT OF THE DAM ROAD"!!!
