each person is different. I have 14 tattoos in total varying in size. For me, the outter side of my leg did not hurt at all, nor did the outter part of my arm underneath the shoulder area. The back of your shoulder is usually not too bad. These seem to be the least painful area for most people i know also. Then again you will always find someone who thought those areas were very painful.
If you are extremely worried, ask the tattoo artist if they can give you a "test run". Meaning they can use the small needle without using any ink so you will not have any permanent marks from it and have them try out a couple areas on you (very small areas) and see which one hurts least. Not all artists are willing to do this, but some are. I have had that done in the past when i first started getting tattooed and it was a great help.

To tell you the truth there is gonna be some pain regardless.I dont want to scare you or lie and say there wont be.The way I got over the same situation is I imagined the needle on different places of my body.when I felt more comfortable around a certain area I thought that was a good place.But what will help if the skin is used to being exposed more which will make it less painful.I got mine on my forearm and its pretty big.It didnt hurt cause that part of my arm isnt sensitive.Honestly the only time I felt any pain was after I got it and it was healing and my friends kept hitting it.That hurts.GOOD LUCK!!!

Anywhere you get tattooed is going to hurt. I have 5 tattoos - lower right back, upper middle back, inside lower calf/ankle, back of calf, and inside wrist. Of all of those, least painful was probably my inner calf/ankle. I honestly don't think it matters where you get it. The difference between places on your body is probably pretty minimal as far as pain goes. Top of your foot is probably the worst pain.

Out of my 9 tattoos, the least painful was on my pelvic bone since it's all flesh, muscle, and fat.

In my opinion, if the tattoo really means something to you, the pain is unimportant. Yeah it physically hurts, but if you really care about what youre getting and it has significance in your life, the pain is a minimal part of the process.

I have one on my lower back and it hurt a little. Most people go and get them on meaty parts of the body so I went and got one on my thigh, I was reading a book! No pain. So meaty parts like the thighs should work

I would say the fattiest part of your body. Anywhere that would be close to a bone or muscle (with no fat) is really going to hurt. I would say belly or lower abdomen.
I have a huge one on my hip and after 5 minutes it went numb and didn't really hurt. Only when it got near my hip bone.

it really depends on your pain tolerance, nerves, bones, etc... at a tattoo convention i just went to they had a saying " of course it hurts" no pain no gain. i will say my leg was my least hurt on the calf.
