What program are you using to burn ?
If you simply try to drag and drop to a CD that's already burned it WILL show as write protected.
Use a program like NERO or ROXIO to burn, much easier.
Remember CD-R are WRITE ONCE media

Remove a write protection on a cd.. if write protection is on there that means the cd has already been burnt.

the first time it was burned the setting in the burning software must of been set to finalize and close session on the cd next time uncheck that setting so that it can be a multi session cd. That way you can keep burning new things to it until it's full

If you have already burnt files to a cd-r and completed the operation you are stuffed because it is a write once only CD. Next time use CD RW so that you can use it over and over again or indeed just add files.

Select multi-session when choosing options. This will allow you to write to the same disk up to 99 times or till it is full.
Select Finalize to prevent more data being added to the CD.
