There is a whole lifestyle that deals with this kind of stuff. It's the preference of the dominant and/or submissive. I myself prefer to be flogged. But I also like to be spanked by hand--something much more personal about it than a paddle! But, again, it's all a matter of preference. Hand. Nothing is more intimate. Floggers and paddles(and straps and belts and other fun things) are fine toys but the connection between hand and body is intoxicating.

My daughter has this one figured out. When her son does something bad, his Dad is responsible to administer discipline. He really hates to have to face his Dad for discipline. When Dad leaves for work trips she saves up the infractions and lists them to her husband when he returns. The spanking is then administered in proportion to the misdeeds. For my daughters second child there is no need to spank her. The diapers are a hinderance to an discipline that might be administered.

Either way, hand is always the best...not harshly..but gently...to teach, guide and to show love..

hand would be preferable, on the buttocks or hand, only when the child had overdone his/her naughtiness.
