Assuming he has the teeth with which to chew it, yeah, I think that is fine. I can't think of any other reasons to not do so. Contrary to past beliefs, red meat is one of the healthiest things you can eat.

My son just turned a yr old and he's been eating red meat since he was 10.5m. It hasn't hurt him any. You just want to make sure it's cooked well so the baby doesn't get sick. Also cut it into small pieces about half the size of the tip of your pinky finger.

Absolutely fine to give them red meat, providing it is in small pieces. In fact shepherds/cottage pie or spag bol would be a good way to start. Maybe a beef stew cut into smallish pieces.

If they can chew it then yes, mince (ground beef) pieces of steak cut up small, flaked pieces of lamb. It is fine to give kids red meat it is more about if they like it. Fish and chicken are good too.

as long as its cooked really well and not too tough and cut into small pieces go for it. my son ate red meat in those baby food jars as an young infant under 1 year and loved it

Give them anything you want, except peanut butter, honey, and shellfish. And of course don't give them anything thier allergic to.
