What is a high voltage test, on what sort of equipment can it be carried out. Please enumerate the basic steps required for the tests.

High voltage test in Electrical Engineering deals with basically checking the Insulation resistance of electrical equipment & high voltage equipments, all power cables & installation. test voltages can be varied depends upon the voltages of the Installation.
1) Megger it is available from 100 - 500 volts dc crank type manual operation are used for Low voltage apllication like wiring installation , control panel , motor winding Insulation checks .each got minimun Insulation levels are there as per standard.If it is low need repair or rechecks with this up to 200 meg ohms can be measured
2)High voltage switch gear insulators ,Motor , Generator , high voltage cable for testing .for this up to 5000Vdc are used various standard testing methods are available.Insulation up to > some Giga ohms as per standard
3)For transformer Insulating oil testing 40,000v DC is used with special equipment with 2.5 mm gap for hi pot test.

Lets see, a 'high voltage test' would be where you apply high voltage to a system to see whether or not it is going to function in the way you thought that it would.

Generally used to determine whether or not a breaker or fusible link will operate properly if it becomes overloaded.

It could also be what happens when someone touches a wire to see if it is hot or not.

typically it is a test to determine the breakdown of some insulating media. I use what's called a Hi-Pot. It places a very high potential on the test item and can show at what voltage a break down occurs, if any.
