No, Ha Ha Ha, he he he is just at english speaking countries.

At spanish speaking countries is like Ja Ja Ja, Je,Je Je, Jí, Jí Ji, and also Jo, Jo, Jo. I think that at the North Pole is HO! HO! HO! and in WWW is LOL

I thinks it's pretty-much universal; in Spanish it's spelt "jajajaja" - which is pronounced (more or less) "hahahaha"
