I need to know cause the whole answer community is telling me he likes me but hes not the kind of guy to make the first move. So how do I ask him out without freaking him out if he just wants to be friends?

Do you really want a young man in your life who is too shy to ask a young woman out??? You might suggest a benign neutral activity to share with him like ask him if he likes to go to used book shops and go together??? Don't make it sound like it is a 'date'. On the other hand I would say you are more ready to find a relationship and he isn't that much of a social animal yet. Find interests and hobbies and circulate with all sorts of young men and someday to your great surprize this young man may just surprize you, because you are interesting and fun to know, and ask you to share an adventure somewhere with him. You can decide then if his friendship or his attraction to you is of value.

Tell him you are going to a movie and ask him if he would like to go too. If he says yes, you can also tell him that you could also grab some food before or after. That way you have taken off the pressure of asking for a "date" and you can get a feeling for how he feels about you by the way he acts while you are out.

just because the answers community tells you that it likes you doesnt mean its true
you say only the things you want others to hear and you ask a question already knowing the answer
we dont know him we dont know what he thinks we only know what you tell us and you probably exagerate or think a little more of things than you are supposed to so why come on answers and ask a question shouldnt you be asking him

you can do it very casual. just say, "hey, have you seen that new movie__________. It looks pretty good. want to go see it with me"?
