if You have a restore DVDs from your Mac, iTunes and iPhoto are included.
But if you has a Reatil DVD Tiger, it just come with iTunes, iPhoto comes with iLife, iLife is a Retail DVD as iWork.
Retail DVD of iLife included: iPhoto, iTunes, iMovie, iDVD and GarageBand.
Retail DVD of Tiger included: iChat, iTunes, Safari, Calc, TextEdit, Preview and more, and all utilities save in Applications/Utilities. Tiger DVD doesn't come with iLife's Applications
Remembre if have a Restore DVDs, they are included all aplications of iLife and Tiger DVD Install. you can costumize your installation with them.

iTunes is a free download, but does get installed with both panther and Tiger (unless it sees you have a more recent version).
iPhoto is not part of the operating system, but part of iLife.
iLife comes with the machine; and therefore on the disks that comes with the machine.
