There is a Kong brand brush called a Zoom Groom. Its a rubber thing with larger rubber spikes. This will be your best friend if you have a lab. Not only does it work awesome, but it massages your dog while you're brushing him, so its actually enjoyable. Its also fairly cheap. You can also try a shedding blade. Its basically a metal loop with teeth on each side and a handle on the end. Just be careful not to go over the same spot too much because they can bald. If you brush your dog for a few minutes every day or two then you will have alot less hair to worry about.

Furminators... I've never actually used one, but if you're willing to spend the money I've heard they work pretty good. But, make sure you follow the directions.

Another tip for shedding is to get him proffessionally groomed once in a while. This will get him clean, of course, but being bathed properly and blow-dried will remove ALOT of loose hair, before the groomer even brushes him.

You can use a slicker brush and a comb.
Or if you don't mind spending a little bit more money, the FURminator is a great tool that works best on breeds like shepherds and labs--breeds with a straight double coat.
It gets more undercoat out, and does it faster. I work in grooming and we all love this tool. You just have to be careful with it-around areas with loose skin like the armpit areas and under the neck-pull loose skin taut before using the FURminator.

As too how much brushing--that depends on the individual dog. You can brush for a few minutes each day, and during heavy shedding periods you can brush as much as possible to get all the undercoat out.

I purchased a brush at Pet Mart named "Furmanator". It is the best I have ever purchased. It is pricey, but worth as it removes the undercoat. I do not have to shampoo my dog as often since I purchased it.

Big Stores like Walmart, Target, etc., have pet sections that will have pet curry brushes and combs. they have metal teeth that penetrate their hair easily. Brush your dog until his coat is clean and lustrous, as long as you both enjoy it.
