Issuance of a check without sufficient funds is always a violation of law because it is against public policy in order to protect the integrity of cashless transactions.

True. But the person issuing the cheque has an opportunity to escape from the punishment, when he gets a registered letter and he is able to pay the amount in 15 days. Moreover the payee has to prove that he was eligible to receive money due to some lawful transaction. only if these conditions are satisfied, it is punishable!

It is ILLEGAL worldwide, except in places where there is NO law enforcement.
