I would suggest asking her out on a date - instead of just messing around. Let her know that you want something more. Then when you are out plant one on her at just the right time. Sometimes its best not to just randomly plant one on someone.
I'm actually a member of this free site called DAting Training and it has a lot of advice on taking things to the next level with a friend and when to tell if a girl is ready to be kissed. i seem to give advice in areas that i normally fail at but who gives a sh1t, i agree with most answers on here, go for it, like you said what do you have to lose, but remember that it could end up being a regret and causing you to lose a friend, but at the same time girls want guys to make a move first (most of the time) so hey gotta play to win right?

You should watch her closely and try to see if she wants a kiss or to snuggle up with you and go slowly, gently watching her response and letting that guide you.
