I think that should be left to the church, while it's technically alright to do the baptism yourself in times of necessity, Your Priest should do it because they frequent the confessional and the Eucharist (among other reasons).

If his parents say it's ok because he wants it, they need to register at the church and register him for baptismal classes.

If the parents say yes, he'll also need two godparents (or at lest 1) and his birth certificate.

First ask him to get in touch with the nearest Catholic Church. Maybe he can talk to the parish priest or to any assistant priest. If they are too busy usually a person or a lay person may be in charge of RCIA classes or catechism classes. If he already knows a lot about the faith then maybe he can be baptized by any Catholic priest. He just has to say when he wants to be baptized. So you can accompany him to the Church until he gets baptized. Baptism enables him to become a child of God. All his sins will be forgiven and He becomes part of the Church. He has to go to church every Sunday and do the other things Catholics do which is why he should attend classes first if he does not yet know his Catholic Doctrine. God bless you.

In Catholicism, the ordinary ministers of Baptism are the bishop, the priest and the deacon.

In case of necessity, anyone, even a non-baptized person, with the required intention, can baptize, by using the Trinitarian baptismal formula:

[name], I baptize you in the name of the Father, and of the Son, and of the Holy Spirit."

For more information, see the Catechism of the Catholic Church, sections 1256: http://www.usccb.org/catechism/text/pt2sect2.htm#1256

With love in Christ.

Actually, anyone can baptize- even a non-Christian...but ONLY in an emergency (ie danger of death)

If the son is a minor, you really can't go against what his parents intend for his religious upbringing- even though your intentions are good. But you can tell them what he is asking.

If he is an adult, you can refer him to a Catholic Church.
