Boy you asked about one of the hardest things recruits have to learn, always know where you are. What I did when I was a field training officer was just drive around, stop and start asking the recruit questions about location. Anytime we had to request anything over the radio I forced the recruit to do it and give a location.
I'm a landmark person but other people get it different ways. Stop every once and a while and force yourself to figure out where you are and the relationship to N,S, E & W. You will find your own method that works for you.
Good luck

As far as which way streets and roads run, that will just take practice. I wasn't a cop, but I used to have to drive all around for work. I used to have to tell people where to go and give directions as well. I had just moved to that area for the job, so I got a bunch of maps and just started driving around.

I recently moved again, and constantly have to give people directions again...same deal. Bought maps and just started driving around.

Now...as far as basic land navigation goes. In most states even number road run East-West and odds go North-South. (It's not always true, but it's a good rule of thumb.) During the day, the sun is always going to be in the south...somewhat. Except for early morning and late afternoon. Put your back to the sun and you will most likely be facing in some Northerly manner.

Get a little compass that slides on to your watch band. A lot of sporting goods stores carry them. I think Campmor has them online. They are cheap and fairly accurate.

Remember the sun and moon rise in the east and set in the west. Just check out a map and study your beat, know that when you're (for example) going up Main St. with the high school on your left and the Wal-Mart on your right, you're northbound. You'll learn it, trust me. You'll drive it enough to learn it so well you'll get sick of it. You'll notice new gum stuck to the sidewalks.

Even numbered Interstates (I-80) run East and West, Odd numbered Interstates (I-5) run North and South. In California most of the state freeways do the same.

A compass or GPS system will also help you learn

Going out on your own time and driving each road until you know them all. Use landmarks to remind you where you are and which direction you are going. You should not be driving a squad car on your own if you do not know your jurisdiction. You wouldn't be driving in my department.
