He is saying that they did not know the scriptures well, nor (or) the power of God. "We cannot base our faith on human logic or reasoning but on the word of God and the almighty power that brought it into being." That is the problem with many people they want a scientific explanation for everything. There are many thing that science can not explain or can only partly explain. Yet people believe in them. Why does someone with cancer become cured though they received no medical attention? That is one example. Some things must just be accepted though we may wonder, and be puzzled by it, we still can see and feel the results of it though there is no evidence of why or how. That is just the way life is.

The word translated as "err" in the KJV is the Greek word "planao"...the definition of this word is: "stray, to lead astray, lead aside from the right way."
Usually (24 out of 39 instances), this word is translated as "decieve."
This information would lead us to believe that Christ was saying that they were decieved because of their misunderstanding of the scriptures. This makes sense because of what we see in our own day.
The NT informs us that we cannot understand the scriptures without the guidance of the Holy Ghost. If a person doesn't seek the Holy Ghost and instead makes their own interpretations of what they read using only their own mind, they will be lead away into error (either through Satan or their own self). They won't understand what is being said.
The people to whom Christ was speaking were very well read in the scriptures. They memorized large passages, studied often and knew what the scriptures SAID very well. They didn't, however, seek the guidance of their Father in Heaven (and therefore didn't recieve it). No revelation came and, therefore, they based their understanding on their own (man's) mind. Oftentimes when a person places their trust in man and not in God, they will be lead astray. They will make mistakes. They will err...

Mat 22:29 Jesus answered and said unto them, Ye do err, not knowing the scriptures, nor the power of God.
It means, you are mistaken because you do not know what was written in the bible and the power of God..
and if you continue reading in verse 30, it means wife is not needed in heaven.
Mat 22:30 For in the resurrection they neither marry, nor are given in marriage, but are as the angels of God in heaven.

"Err" means to make a mistake or be incorrect.
Therefore in the resurrection, whose wife shall she be, of the seven? For they all had her. Jesus answered and said to them, You err, not knowing the Scriptures nor the power of God. For in the resurrection they neither marry nor are given in marriage, but are as the angels of God in Heaven. Mat 22:28-30 †

Jesus answered and said unto them, Ye do err, not knowing the scriptures, nor the power of God.
You make mistakes, through not knowing the scriptures, or knowing the power of God.
Err means to make an error.
nor is used when something is "not A and not B."
The implication is that if you knew the scriptures and knew the power of God, then you wouldn't make mistakes.

Matthew 22:29 (New International Version)
29Jesus replied, "You are in error because you do not know the Scriptures or the power of God."
It means you don't really know the word of God even if you claim you do, you go to church, you pray everyday, or even if you read the bible!
In Romans 3:10, it says "There is no one righteous, not even one" because everyone is sinful. In God's eyes, hating someone is murder. In 1 John 3:15, it states "He who hates his brother is a murderer." Have you ever hated someone? You should love God before all others. Would you put God before your parents, sister, brother, spouse, etc? Have you ever taken God's name in vain? Do you keep the Sabbath day Holy and go to church every Sunday? Have you ever told a lie? Have you ever desired things others have? All of the aforementioned questions are strictly from the 10 commandments. Bet you didn't even know that. If you don't even know scripture, which is God's words, then you are always wrong, always sinful...always in error!

Gospel According to Saint Matthew
Chapter 22
29 And Jesus answering, said to them: You err, not knowing the Scriptures, nor the power of God.
The parable of the marriage feast. Christ orders tribute to be paid to Caesar. He confutes the Sadducees, shews which is the first commandment in the law and puzzles the Pharisees.
30 For in the resurrection they shall neither marry nor be married; but shall be as the angels of God in heaven.
31 And concerning the resurrection of the dead, have you not read that which was spoken by God, saying to you: 32 I am the God of Abraham, and the God of Isaac, and the God of Jacob? He is not the God of the dead, but of the living. 33 And the multitudes hearing it, were in admiration at his doctrine. 34 But the Pharisees hearing that he had silenced the Sadducees, came together: 35 And one of them, a doctor of the law, asking him, tempting him:
36 Master, which is the greatest commandment in the law? 37 Jesus said to him: Thou shalt love the Lord thy God with thy whole heart, and with thy whole soul, and with thy whole mind. 38 This is the greatest and the first commandment. 39 And the second is like to this: Thou shalt love thy neighbor as thyself. 40 On these two commandments dependeth the whole law and the prophets.

It means simply that in Heaven there will be no marrying as in like what is on earth today, the sadducees were tempting Jesus of course trying to catch him in something, there particular sect didn't believe in the resurrection either. In other words they were way off base with what Jesus was teaching. They were competing with the Pharisee but neither one had any luck with Jesus.

Hello, Seeker:
It means the religious leaders lacked Spiritual discernment. They were dead in their sins and did not understand that God's plan of creation was to populate this planet. When the "Saints inherit the Earth", it will be populated and men and women will have had a godadectomy in the resurrection.
There is more on this when you break a hidden Bible code. It displays the timing of the Cosmic Conflict and proves Jesus is the Messiah.

It means they were wrong. That they did not understand God nor eternity. As far as nor it just means that they do not understand the scriptures or the power of God. They are ignorant in reference to both.
