Yes... but it is not heathen.

Heathen is an English concept, not a Hebrew one, though it is used to translate words from the Hebrew Testament to the Christian Old Testament.

In Hebrew, Heathen is one who knows the truth, but doesn't act on it... specifically, people who live in small villages who refuse to come to the Temple to sacrifice as the laws commanded. In English, Heathen means anyone who is neither Christian nor Jewish.

Twice in the Psalms people who have said in their heart "there is no god" are discussed, so obviously atheists existed.

Yes ! They are called Infidels,unbelievers,heathens. The fool has said In his heart there In no God. For anyone to be out from under the protection of God.
John 3:36 Explains this perfectly.
And he who believes In(has faith In,clings to,relies on) the Son has (now possesses) eternal life. I don't really think that the Biblical books presuppose the kind of intellectual atheism that would actually deny the existence of a God or gods. The closest these writings come to this idea is in citing people who don't care about anything to do with God or gods moreso than denying their existence. Even in that verse I cited, it might be this kind of indifference that is meant rather than atheism proper.

II Peter chapters 2 and 3 cover them and other sorts of naysayers in a fair amount of detail. They are called "willingly ignorant" which is the best description I have found thusfar and pretty much what I think of them. If you deny God, then you don't have to be accountable to him (so they think).
