Its difficult and expensive because you are bringing a foreign child to become a US citizen. In most foreign third world countries their is a lack of money and they see the US as a grand opportunity so they'll up the adoption prices and try to make what I look at as "package deals" where they include the paperwork process, visas/citizen ship, and travel arrangements. But back to your real question about the "difficult process": They basically want to keep there citizens there. The other reason is that adoptions from another country are final and forever (lol not the right words I was looking for) what i mean is that the birth parents can not come back and say give me my child...so from the get go they need to make sure the child is going to a good and safe family/home. Also we are dealing with 2 different governments and each one has a different way of doing things. Hope it helped, but not sure if that was what you wanted.
P.S. Someone above said "why don't you adopt from the US". In many peoples opinion the foster children in the US have a chance to better themselves and will usually have many opportunities in the future.(subject to interpretation) So people sometimes feel that adopting from another country will give someone the "luxury" of being a US citizen. Also adoption in the US can prove to be complicated if the birth parents want to fight to get their child back, so many people want to avoid the drama.

It isn't difficult, it is just time consuming. All the hoops that our and the foreign governments put in place for you to jump through are time consuming. You can get all the paperwork you need to do on your own in a weekend, but then you have to wait for the governments to do their job,oh so slowly. Your paperwork has to be checked by multiple agencies to make sure it is right, which takes a lot of time. Then the foreign government has to check and recheck it themselves before allowing you to come and get your child.

funny i thought if a child is in need of a adoption then it means they need a loving home. regardless what country they are in! i know this might sound off but why adopt a baby from an other country when a baby here is in just as much need? there are babies every where and we have enough immigrants here as it is. it's probably harder to adopt from other countries because of this. any who good luck in adopting hope it works out!

I heard that it's difficult to adopt here in the USA but easy to adopt in some foreign countries. That is so sad!!!

Bureaucracy. When you are dealing with two governments things are bound to get difficult (and the US government is at least as difficult as the foreign government.)

It is a lot easier than adopting in the US and faster as well. It is pricier though because of travel visits, visas, and expenses of staying in another country. It seem harder because you are dealing wih 2 governments not one so it may seem harder...

for many reasons.most countries do not want their citizens to leave especially to go to other countries and cultures far different than their own.i feel people should adopt from their own country especially Americans.we have so many kids in foster care and institutions and yet our people adopt children from other countries so they can have a more exotic child,like the little dogs some phony, pretentious, talentless, fakes parade around with.until they get bored or tired of them.Mexico is the exception but no one wants to adopt them,besides most sneak across the borders anyhow!
