Speaking for myself, while waiting in traffice is when I notice that my nose feels dry and irritated. Usually means something is up there, might as well go for it. I just hope no one is looking at me.
If you were paying attention to the traffic rather than the nose picker, you wouldn't have noticed him. Maybe he picked his nose on purpose because you were looking at him.

Women do this to. I pick my nose when I'm sitting in traffic because 10 times out of 10 nobody is looking and even if they were they couldn't see me because of the sunlight glare on the glass. The best time to pick our noses is when we are alone and nobody is watching. Everyone is guilty of this. NOTE: Pick your nose with CLEAN hand only. Even if you use hand sanitizer it's all good. If you pick your nose with dirty fingers you can give yourself the "Cold" Virus which spreads from your nose. That's why it's called an "Upper respiratory Infection".

Lots of reasons, I guess. Probably the number one is because people think they're alone and nobody's watching.
I normally don't pay much attention unless the person happens to pull out one of those really long stringy ones, and immediately looks around to see if anyone noticed. That's when I stare at them.

Because the satisfaction of dragging something that feels like its tied to the back of your skull with a turn around your optic nerves has got to be one of the most satisfying feelings on earth.
Similar to sex but its on hand, easily available and you cant be arrested for doing it in public.
Its why women hate it, it undermines their power!

Men do this so that you can see what they are doing with their hands whilst sitting idle.
What is it that women are doing when they are sitting at traffic lights? And why are they always looking guiltily, at people in adjacent vehicles?

I guess they are bored but unfortunately, women will also travel up their nasal passages as well while waiting for the car in front and beside them to move.

Because it's safer than doing it whilst you are driving.
(Imagine hitting a bump at 50mph, whilst you have a finger up your nose. Much safer to do it whilst stationary...)
