Its called a "tell". Tells are hard-wired brain to body interactions that speak to what the brain is doing. Looking up clears distracting visual stimuli so the brain can focus on calling up memories. Tell analysis is commonly used by the FBI and policing agencies.
Looking up while thinking usually means honest recollection
Looking down or away usually means lying or deception

I feel a person who will look upward when thinking are going through there collective memories, thoughts and total accumulation of what they "know". (or think they know) People want to give the answer that others will accept. Making an impression and giving someone a new perspective, without ridicule and rejection of their thoughts and ideas.

Not all people some looked down...but most common looked up...
Looked up because the heaven is so wide and no complication you can see hope and God is their willing to help anytime you want.

People look up to think because it's just a habit.
A habit learned from people seeing other people doing it.
However, it doesn't help you think , or whatever.
It just makes you go into your own little zone to maybe benefit your concentration a little more.

If they keep looking forward they might get distracted by everything that is happening around them. I do not really know but that seems logical. Peace

Certian ways we look accesses our brain, supposedly you can tell if someone is lying if you ask them a question and they look a certain way. Its just how we access that computer between our ears.

looking down makes blood rush into your head, which doesn't feel very pleasant
looking ahead makes you think might make you think of what's ahead of you
looking up is the best direction to concentrate

For me it's like I look up trying to picture whatever I am thinking about in my mind !!!! hahahahaha !!!!
