Yellow is a GREAT color. It's brightness opens up a room and also is a great mood enhancing color. It looks good with white trim too and is fairly neutral so it can go with most decores.
I would suggest a buttery yellow not a bright crayon box yellow.

In small spaces bright colors can sometimes work. Apple green, red, sunflower yellow are all great. What I recommend is painting 1 wall in each room a bright color, and the rest white. Hang your curtain rods outside the window width so the curtains do not cover any of the window glass when they are open (brings in more light and makes the windows look very large). Go with white drapes where privacy is needed, and white sheers elsewhere.
Place mirrors where your incoming light will reflect on them. The effect is like doubling the number of windows you have. Also, for overhead lights, go with full spectrum lightbulbs for maximum cheer, and lamps with incandescent or pink bulbs for subtler moods.
Choose accents in bright colors and white or black frames for your wall art, white bedding and a solid color couch and/or chair in the living room and you're all set - you'll have a fun, funky, bright & cheery, bigger-feeling place, and for not too much money!

Paint the walls white.
Buy poster sized scenic pictures from hobby shops such as Michael's. They have inexpensive frames too.
Change out the poster pictures for each season and holiday.
For color, use colorful pillows. Even floor pillows.

1] paint walls if allowed - soft yellow, peach/cantalope, ivory, light leaf green
2] get light neutral colored furniture or covers - light warm beige, or light gray
[ a light bright pattern with wall color in it for bedding ]
3] light to medium rug, again in a warm beige- tan, or light to medium gray
3] add pillows color of walls, furniture, or rug, or print of two or three
4] put up a mirror opposite wall with windows [ or adjacent if that doesn't work ] to reflect light - do different shapes types if more than one room
5] pick a bright metal - brass [ gold ] or chrome [ silver ]. Use for picture frames, mirrors, accessories.
6] keep apartment uncluttered - store all misc. items in containers in bath, on desk, cosmetics, etc. Utilize shelf dividers in closet and underbed storage, baskets or small milk crates under bath and kitchen sinks
7] add pretty potted plants [ real or silk ], some candles, and photos.
All bright and pretty, and cosy!

Nothing wrong with going all white, but ask your landlord if it is all right to paint the walls in your apartment.
