I would select a smooth, almost slick surface, stiff fabric sort of like something which looks like tiny needpoint. Or jacquard type of fabric.
Nothing with any kind of nap to it or something that changes color depending on which angle you look at it. Or else you will get butt prints and that is not too cool.
Select a print or some monochrome/wowen pattern to hide any stains. A plain single color fabric will show stains immediately, even on black. If the color is too dark you will also see dust and hair. Too light and you will see darker stains.
Then spray stain quard & water repellent on it. Test in an area not yeasily visible that nothing bad happens to the fabric from the sprays. Have at hand items for immediately cleaning spills and stains. Most come out while fresh. Keep a list of methods to best clean the type of stain you have. Queen of Clean website has good cleaning tips. Or google for the stain.
I would only cover children's seats in the formal dining room and only for family events. Else guests may take offense that you think they will be messy. Get the covers to match closely the fabric on the chairs. You can make the covers easily by yourself, there is no stich hemming tape you iron on, and just apply ribbon on four corners to tie to seat.

Go to a fabric store and tell them what you are looking for and ask for some guidance. They will be glad to help you out. Look for something that is machine washable and has some body to it. You don't want a thin cotton fabric, something in sail cloth, poplin or even canvass would work. Don't worry about the stain resist part, you can buy a can of Scotch guard and treat the material before you put it on the chairs. It's best to apply a couple of coats of that stuff anyhow. I put mine on the clothesline and sprayed them on a calm, no wind morning and let them out there until they didn't smell of the Scotch Guard any more. That's the biggest downside of the stuff; it stinks!

There really isn't a true stain resistant fabric out there. If you are using the room with children and as a formal setting at times, you might want to look at buying chair covers to slip over them when you have guests. They are easily washed and replaced when needed. They are offered in lots of fabric choices and styles.
