Don't use the weights - use your body weight. The fellow that owns the gym where i go says that my heart rate should be low when i train in order not to go into an anaerobic exercise (where you indeed build up resistance but you no longer burn fat as you would doing aerobics). So, what i mean is that if you use the weights you'll work harder than you should and not the the desired effects as soon as you desire.
Keep on training!!!!

Reduce your calories. Eat 5 or more mini meals per day. Back off the cardio as you need to build muscle mass to ramp up your metabolic rate and start using heavier weights in your workout routine. You will not get bodybuilder ugly but if you continue you will go nowhere fast.

you can't spot reduce fat stores. you legs will get more tone as you decrease your body fat percentage. how much of a decrease in body fat depends on the changes that you made to your diet and eating habits. exercise only plays a small role in fat loss or weight management, the diet ultimately determines the size and body composition (body fat %).
