basically a molecule of water has a form of H-O-H. when you run electricity through water some molecules get 'excited'. when enough energy is put into two water molecules you get 3 molecules, H-H, H-H and O-O.
The efficiency of the process varies. theoretically it could be at best about 90%. but in practice the process makes heat meaning a realistic eff of about 60% +/- 10%.
and that is only refering to the electricity input. if you are making the electricity by burning fossil fuel or off of a nuclear reactor the total system eff goes down further.
