1. Which one is better the one in CA, CO, NC, or VT?
2. What are the rules (are you allowed to bring laptops or cell phones?)

Why don't you try posting this on a dance website? Or in the sports/dancing section?
The site looked pretty informative. Have you contacted them with your questions? Did you print off the brochure?
Contact them or go to the alumni page to see if you can get the contact info for some of the girls that have already attended.
As for which site is better, is one of them closer to you?
I'm sure you can find a group on yahoo or somewhere where people who have attended/will attend are talking. That place isn't the "Travel/Packing and Prep" section.

I have never been to any of these camps, most camps these days will allow you to bring a cell phone. I am sure they have a place where you can write and ask them. So try it.
