"Ashes to ashes, dust to dust" is reference to the
point that you came from nothing, and when your
body dies, you return to nothing.

because this is a Hebrew prayer (psalm 23) and we don't need "spiritual progression" to be in good standing with G-d.
We just need to have led a good life filled with mitzvot.

It should be ashes to ashes and ugly ducklings into swans! (You know, that fairy tale has kind of disappeared lately, it seems...)
