There are 2 sizes of beagles. A 13 inch and a 15 inch.

There are two variteties of beagle. The 13" and the 15". Generally there are no physical differences between the dogs and standards are the same for both-except for the standard height. Hounds that are measured and don't exceed 13" are put in the 13" class whereas the 15" class is for hounds that are over 13", but do not exceed 15" in height. Any hound over 15" is disqualified in the show ring. Breeders can try to breed for a certain height class through selective and careful pairing of 13" or 15" dogs. Really nothing makes beagles a certain height except for their breeding :)

There are actually two types of beagles that are a little different in height, due to breeding. The taller ones were breed so that they would be better bird dogs for hunting as the smaller ones weren't able to hunt in taller grass and weeds. Over the years the taller breed became more popular with bird hunters and the shorter ones were used for fox, bear, raccoon and rabbit hunting. Beagles in my opinion aren't the best dogs to use for bird hunting as even the taller ones aren't as tall as a good in breed "true bird dog", gotten from breeding a beagle with a pointer.

How tall a beagle is depends on the size that their parents were. If both parents are taller then their offspring will almost always be tall. Same thing if the parents were small. It's genetic. The same reason tall people normally have tall children.
