I want to apply for my provisional license, but i am 16. I tried applying and it says that is can only drive a moped. The cost it 45 pounds. Lets say i become 17 do i apply again if i do apply again do pay the 45 pounds.

Are you in England? Contact the organisation that issues licences and ask them. In Australia you can get a Learners Permit at 16. This is valid for 3 years but when you are driving you must have a driver with you who has a valid licence. After you pass your driving test (minimum age 17 tears) you get a provisional licence.
