I think you just answered your own question.
These days it's very difficult to cover ones train on the Internet. For an outreach organization like a 'ministry' to be legit and have no electronic trail would be the ultra-rare exception to prove the rule.
I think it's a scam.

Some ministries are small and operate out of a house or office. That doesn't mean there is something wrong. Ask them for some information about the minstry, like their "Mission Statement" and the names and backgrounds of the people in charge. Any legit ministry will have this information and be happy to provide it. If they are a tax-exempt organization, ask for the exact name of the ministry, then check them out on the Better Business Bureau website. Charities can be researched there. http://www.BBB.com

Based on that evidence I'd have my doubts about this ministry. However, if a person is just starting a ministry they might likely operate out of their house. If you have some concerns, don't associate with them.

Thrust your instincts first off.God gives us wisdom,some do run ministries out of their homes though,and they are not fraudulent.Good luck

If they are a tax-exempt organization, there are websites that list them where you can also obtain their most recent information returns that they have filed with the IRS.

Better to err on the side of caution. If you cannot find out anything about them, then I would not send them any money.

Personally speaking, I would find that most suspicious. In fact...for myself....I am suspicious of anything not of the Church.

Humble to God even Lord Jesus and He will surely show you, John 3:3; John 3:7. Like myself, it took so many years to see the fraud in the pulpit even in television preaching. But after, i truly humbly submit myself to God and Lord Jesus, repenting for all of my sins, my short coming for the glory of God and asks Lord Jesus to be King and to take control of my life (relying on the Holy Spirit within me), then slowly i start understanding God's Holy Words and now i can see and discerned fully whatever words that comes out of the mouth of the preacher if it is biblical or just his own self understanding and knowledge! Amen.
The only problem, you may encounter once you see the fraud in the pulpit is you begin to question the integrity of all preachers. My situation as of now in our house of worship is, once i heard a words from the mouth of the preacher, i pray immediately to God to convict the preacher and let His Holy Spirit in control of the preaching. And a lot of times God is graciously help the preacher to minimized his self-righteous preaching, using example out of practical life instead of getting direct from God's Holy Words!
Therefore, if you're not truly Born Again, it is hard to know the fraud in the pulpit or in the preaching of pastors! It took me 5 yrs before, i could discerned any preaching in radio, in television or in the house of worship where i go and assemble with other Christians! Thanks God and Lord Jesus by the Power of the Holy Spirit, He give me the discerning spirit and wisdom to know, most especially the desire to diligently studying His Holy Words to be prepared to such deception and truly; God and Lord Jesus faithfulness is new every morning. For this verse from 1Jn 4:1 Beloved, believe not every spirit, but try the spirits whether they are of God: because many false prophets are gone out into the world. Will become real once you allow the Holy Spirit to work within you, if you're a True Born Again Christian;
2Co 5:15 And that he died for all, that they which live should not henceforth live unto themselves, but unto him which died for them, and rose again.
2Co 5:16 Wherefore henceforth know we no man after the flesh: yea, though we have known Christ after the flesh, yet now henceforth know we him no more.
2Co 5:17 Therefore if any man be in Christ, he is a new creature: old things are passed away; behold, all things are become new.
2Co 5:18 And all things are of God, who hath reconciled us to himself by Jesus Christ, and hath given to us the ministry of reconciliation;
