Nope. That's considered an invasion of privacy. How would you like it if the sociopath you cut off on the highway today could use your license plate number to find out your personal information? That wouldn't be much fun then, would it? This information is restricted for a reason.

No, unless there is a very good reason, such as a hit and run accident, in which case you don't get the info, the police will get it. This is to prevent crime as it would make it very easy to stalk or harass somebody. So unless you have a very good reason, then no, you won't be getting that information.
