The mixture of languages at the tower of Babel was as a direct result of sin. It was a punishment for an event in time.
Different languages evolved over time in different places in a communication process necessary to provide for the common good. Whether or not it was Gods intention that we have so many languages or not, I am not sure.

Yes that's where it all started (Genesis 11:1-9), Babel is Hebrew for a confused mixture of sounds or voices
