She can toss a ball for the dog to chase/catch. Yorkies are small enough that playing with her indoors, even in an apartment should be enough exercise.
I live in Minnesota and my Poms do not go outside in the winter except to go to the bathroom. I play with them indoors and they get plenty of exercise that way.

She can take her dog outside on a leash for a short walk in the mornings or evenings. She could also set up a little place in her apartment where she could throw a little ball for her Yorkie. If her dog is starting to get overweight, she needs to slightly cut back on the food its getting. But all dogs need some level of physical activity or its very bad for there health. Make sure your cousin's Yorkie gets at least 10 minutes of exercise a day.

I would get a couple of toys for the yorkie. When your cousin doesn't have time to walk her maybe she can throw the toy around and play fetch for a while. My lhasa apso and I play tag in the house, and hide and go seek, I hide, he comes and finds me. Or when we play fetch, and he gets the toy I will chase him around...he loves that!! Also, It may be wise to designate a place where the dog can use the bathroom. A girlfriend of mine has 2 French Bulldogs, she buys 2 pieces of sod grass (already grown grass), they are about 1 foot by one foot each, and places them in a litter box then places the box in a corner. Her dogs use this as a bathroom. This may help with clean ups when your cousin gets home. I think your cousin should make time for her dog. This lifestyle for a Yorkie sounds very sad and lonely.

I agree with some of the above. You have to "make" time to walk your dogs. They need the exercise, training, and fresh air. I have two dog and work three jobs, but I always make time to walk them. It is definitely not on a regular schedule because of my work schedule, but I make time at least every other day. I try every day, but that it not always possible. I find one hour and walk them. Sometimes that means giving up an hour of sleep so they can have their walk, but they are better behaved and happier dogs.
It is absolutely not responsible pet ownership to not walk or exercise your dogs. Even a treadmill is not the same as letting them walk outside. Does she take the dog out to go to the bathroom? Why not take a quick run around the block each time she takes the dog out to the bathroom. That would be better than nothing and would not take much more time than letting the dog go to the bathroom.

Thank god I'm here I have a Yorkie. Um you can chase here a round the apartment and also if someone in the apartment loves dogs and doesn't mind looking after it or walking it that can work too.

Your cousin needs to take time to walk her doggie twice a day or pay someone else to do it for her. Poor little guy all cooped up in a tiny apartment. This is not responsible pet care.

She can also hire a dog-walker. She should change the amount of food she gives her, based on the amount of exercise. I arranged my bedroom with my bed right by the window so that when I'm gone, my little mutt can look out the window and run back and forth on the bed.

Wake up 15 minutes earlier then usually, take her out for a short walk. Same goes to evening.
And when inside the house, Toss tennis ball for her to chase.

She should throw a bal and have him run a lot but if she wants to keep the dog then she HAS to be responsible enough to take her for walks no matter what.
