What purpose are you using it for? Cat litter will absorb moisture very well, but won't release it again. If you are looking to absorb excess moisture or liquid, then it will work great. If you are looking to use it so you can water less often, it probably won't work very well.

A friend of mine used to put scooped cat poop out and make compost out of it. She'd spread it around her tomatoes and the tomatoes flourished. We have found, since that time, that illnesses cats carry, can be transmitted to us via vegetables from a plant mulched with cat poop. So if you decide to use cat litter in your garden, make it the fresh stuff.

clay kitty litter will turn in to mush and back into clay when it gets wet. It won't really serve a purpose in the long run, it just gets reabsorbed in to the soil.
