If money isn't a problem, I would choose a Cavilier King Charles Spaniel. They are the absolute sweetest dogs you'll ever find. There lovable and have an amazing temperment. They don't require a lot of exercise but love to go on walks whenever you want to! They love to be held and are great with people of all ages--from babies to seniors.
Toy poodles also have great temperments and are good around small children. They want constant love and affection, so if thats something your looking for, this may be the dog for you.
You might want to figure out what qualities you want in a dog. Like, does it have to be good with children? With elderly people? Does it have to be very active? I would suggest that you buy a dog book [The Dog Bible is on of my favorites, but any will do!] and look at the little "keys" that tell you different qualities of dogs. Then, write those dogs down on a piece of paper. Have your family take a look at it and then make a decision. Good luck!

If you're gone a lot, you should consider a cat. Seriously. Dogs need socialization. There's little difference between a dog being alone inside the home or a dog being alone out in the yard. It's still alone. The important thing is that when you are around you spend quality time WITH the dog. Definitely let it in the house at least when you are home in the evenings, and on the weekends take it for walks or to the park. Unless you adopt a pair of dogs that have always been together and get along fabulously, you shouldn't leave 2 newly acquired dogs alone together. They could be fine, or they could have terrible fights while you're away. They could injure or even kill each other. Or they could simply trash the house, turn over the garbage can, shred the toilet paper, etc. If you're still convinced you want a dog, adopt an older dog from the shelter, at least 3 or 4 years, because it will likley be calmer and better able to handle being alone during the workday. Don't get a puppy. You will be pulling your hair out. If you are a first time dog owner, a small or medium breed will probably be better for you as you learn about handling and living with dogs.

A Westie. They are the smartest of all the terriers, but they are not a wimpy dog. They are a hearty and robust dog that can withstand small children and actually very tough. Between 10" and 11" tall, and 15 to 22 lbs. Go here to see the breed profile http://puppydogweb.com/caninebreeds/westie.htm.

If I had to choose a small dog I would choose a toy rat terrier they are sweet and although small they have the heart of a dog 3 times their size.

Previous posters said to get a mini dachshund or pomeranian. I have to say that if you have small children in the house, DO NOT get these dogs. They are not recommended for a family with children unless they are older kids. They tend to be nippy. I would have to suggest a shih tzu. I grew up with 2 of them and they were wonderful family pets

Personally I love Chihuahuas and Toy Poodles (and own both kinds) but it is a matter of preference and lifestyle. At puppyfind.com they have a small write up on all the different breeds so you can read up on some small breeds and see which personality traits that match your family's lifestyle. With the poodles and chihuahuas they like to be held a lot. They don't require long walks (good for me.. lol) they do like to play but it is gentle in comparison to bigger dogs so I can handle a rousing (to them) play session and my sore shoulder is not bothered by it. They love to be carried and cuddled and that is fine with me.. so you see it is a matter of personal preference.

I would say black lab, but they aren't exactly small. I know a Boston Terrier that is very sweet, loving, and snores. Pugs are a laugh a minute too because they make so much noise breathing. Just don't get a little yapper.

Honestly, I would go to the local shelters and get a small dog that needs a home.
There are always shiztus, Chihuahuas, other pure bred small dogs and mixed small dogs and all kinds available.

I used to own a Bichon, Lhasa Opso mix he was a good dog but he was kinda hyper. Beagles are medium sized dog and they really don't need that much exercise but if you want a REALLY small dog I would consider a chihuahua becuase they are small and if they do get hyper they can't be as destructive as bigger dogs.
