The Dr. might just use a solution that will freeze them off if they are small enough.
If they are large enough and not located on the face your friend might try tying dental floss around them and keep tying the floss tighter and tighter until they fall off.
My friend's baby was born with an extra toe (really, just a small bump with no bones). They were told to use the dental floss method....it worked.

Skin tags are very easily and mostly painlessly removed by either a dermatologist or family physician. It's a quick procedure where they give you a local anesthetic and then quickly cauterize or slice the tag off. On goes a little band-aid and you're done. No special care or meds are needed. It'll heal just like a little scab.
I put off having a tag removed for months because I was petrified of the possible process and pain. When I finally had it done...I laughed at how simple and painless the procedure was.
Tell your friend to do it...they won't regret it!

Cutting them off yourself can be quite painful depending on how sensitive your skin is *or your friends skin*. Honestly the best way to get them removed is by the doctor. He/She can remove several or all at once by freezing them. They'll then dry up and just fall off. No blood and only minor soreness. Good luck!

What you need to do is get yourself some bleach, pumice, sea salt, phosphoric acid, and a lemon wedge. You start off by gently washing the area and be sure it is dry. Then gently apply the lemon juice - just a squeeze or two - DO NOT OVER DO IT - THIS IS VERY IMPORTANT. Now take the bleach and apply to the affected area with a q tip and 3 drops of phosphorous acid. Gently rub the pumice until the tags are gone.

The dermatologist can remove them. You can also remove them very close to where they attach to the skin but be careful because they will bleed a lot. One tip for your friend, they form especially when necklaces, shirt collars, etc rub the skin so if he/she can avoid the contact it may help.

You can remove skin tags, warts and raised moles by tying a thread around it and pull it a little tighter twice a day.
It will take a few days but it works and is virtually painless.

You can actually use tweezers. It may hurt, and your friend may bleed for while. The skin tag may even come back, but at least you'd have the opportunity to laugh at their expense.

After seeing a Dermatologist for removal, they told me I could do it myself with a sterile nail clipper and a steptic pencil ( stops bleeding). I've also read that dabbing them with that liquid bandage a few days will remove them, someone else suggested duct tape?

Be brave. Just cut them off with nail clippers. It's what I do. It stings a tiny bit, and there's a bit of blood (like a drop that's it) then it heals up fine. There's no problem with them at all.
