Why are you turning in your license plates? In CA, license plates are suppose to go with the car, not the individual.
You simply sign the release of liability on the lower portion of the title, tear it off and send that in to the DMV.

You would take them to the nearest DMV office. For Downey you could choose from the DMV offices in either Bellflower, Bell Gardens, Compton, Montebello, or Whittier.
For those who don't know, there are occasions when you are required to turn in your car's license plate such as when changing from a standard to personalized or handicapped plate, when selling your car to some one living in another state, etc.

If you REALLY want to turn them in, just go the nearest DMV, although you may have to prove how you got the plates, or that you owned/own the car they were registered to. Otherwise, no need to turn them in anywhere, it is not illegal to have a set of expired license plates, if that's what they are.
