Perhaps not every time, but after a couple of times, the cup falls apart. It is rather wasteful to keep getting a new cup, so perhaps supplying plastic cups could cut down on waste?
Or was there something else about getting a new cup that was bothering you?

Personally, yes. Paper cups are supposed to be one time use only. They retain moisture for a certain number of time. If you used one already, set it aside for about an hour, I'm sure the moisture left from the last time you used it would've already seeped in the sides of your cup and that is not very sanitary.

I do , everytime I walk over to the water cooler. At home I use the same cup. Funny how that works out.

No, you can totally refill that paper cup. But typically people will throw the cup away before they even consider that they'll have another drink.
