I would do the CAI first It will be the least expensive, and can give better MPG along with increased HP gains.

The next step would be exhaust, then you've got intake air AND exhaust air covered.
Remember your engine is basically an air pump, more air in and out at a given RPM equals more HP.

The first thing to upgrade on any car for performance gain is
......The driver.
No really get to know your car, what it is and is not capable of.
Not by the brocheur, but actually in the real world capable.

Get to know your "4 corners" what that means is,
from the drivers seat you should be able to tell by inches
whether or not you are clear of another car.
Autocross is a good place to start.

And get the best tires you can afford, balanced properly,
Rolling road balancing is best.
then after you master the stock car
decide whether you need more power.
