You should clarify what state you are asking about. In NJ you need a Firearms ID Card in order to purchase a rifle or shotgun. If you want to purchase a handgun you need a Firearms ID Card and then you have to apply for a Permit to Purchase a Handgun.

In Minnesota, to hunt or sport shoot, anyone born after 1970 must have firearms safety class. That maybe the gun card you are talking about. Under 16 get a card, over 16 it is on your drivers license.

A gun permit generally is a concealed-carry permit for handguns. States vary on how to apply for those.

Some areas require a "card" to purchase weapons or ammunition that will fit into a pistol. Permits are normally "carry, concealed weapons permits. Depends on where you live.
