It sure does. Every concrete mix design mentions water cement ratio. If water cement ratio is bigger (or simply more water) than said in mix design, concrete will have less strength than design strength. Less water will affect the workability of concrete. Simple test to find out workability and amount of water (rough estimate) is slump test. You can not find out amount of water with slump test, but if slump is more than required than water is more than required. Less water is usually more strength, but concrete is not workable for particular application, resulting in poor workmanship.
I did not talk about curing of concrete, because it is not water added to concrete. It is water added to cure the concrete.

Yes either too little or too much water will weaken concrete. Concrete hardens and gains strength in a process called hydration. To fully cure concrete to its maximum strength takes 28 days. During this time the concrete is kept moist by spraying it with water and minimizing evaporation by covering it with burlap or plastic. If the concrete dries out during the 28-day curing process the hydration process can halt thereby preventing the concrete from achieving maximum strength

You would have to find a company or web site that can give you the particulars. There are many variables, aggregate, etc.that determine the mix.

i am sorry i dont remember exactly but i think it shouldnt exceed 20%

Yes, too much will make it weak and hard to solidify. Too little will make it crack and break off
