I got a new car and I dont have my license plate yet. Is it okay if I take out my black license plate out with only a dealer picture that says HAYWARD HAS IT or I have to leave it on?

And also can I take out the plate that holds it? Im from CA

As long as you have a temporary license plate (usually paper or cardboard stuck on your car by the dealership..not their advertisement) you're ok. You should have the paperwork saying it's a new car so as long as you have that you should be ok.

If the dealership did it properly, they should have attached a paper to the lower passenger side of the windshield. This is your permit to be able to drive the car on the street. Dealerships in CA should handle all the DMV paperwork for you, you just wait for the plates and registration to arrive, which sometimes go to the dealership first who then send them to you. If they never affixed the temp operating permit, then go back to them and find out what happened. You do not need to have the dealership tag on the car, although might keep the cops from doing a second look since you have no license plate at all.

Not sure about the Hayward Has It but did you go to your local DMV to register your car yet? If not, you must do so before your car can sit on the street. You'll be issued temp plates or be given new plates right away.
