No minimum age.
Prisons must allow non-contact visits by law. This can include visits through windows, across large tables or dividers or via TV monitors. Prisons do have some room to deny visits due to behavior problems of either the prisoner OR the visitor.
Contact visits on the other hand are strictly regulated by the facility, if allowed at all. Most short term facilities, like county jails, don't allow it.

I worked in an all male prison & on visitation days, family & friends came to visit, as well as children. (infants to teens)

of course!! there is no minimum age and a police officer tod me "oh yes of course they can see their families it just woudn't be right if they couldn't"
