One time I went late at night, maybe 10 p.m., and was out on top in less than 30 minutes. If you don't mind seeing the city at night, it's a great time to go.

When I went to the Empire State Building I spent a couple of hours on the line... I guess it's because I went in December, for Christmas. Anyway, the "City Pass" saved me a lot of time, and I still could use it for other places, including the Intrepid and the American Museum of Natural History. Besides, the ticket also offer the audio part, which turned out to be very useful.
The time that I went was early in the morning, around 08:30, and the view was great! We could see pretty much the whole city.

The Empire State Building is nothing but waiting to go to the top. Go to Top of the Rock at Rockefeller Center, which has only one elevator ride up and a better view since you can see the Empire State Building, especially when it's lit up at night.

depends on time of day. sometimes was 60 minutes and other times walked right to the elevator and up to the top.
