can anyone suggest a good cheap slr camera that comes with a
14-42 lens

The Nikon D40 is about as cheap as you are going to get in a digital SLR. It is designed as a highly automatic SLR so you have the benefit of being able to change lenses and minimal shutter lag like "real" SLRs, but the high automation of a point-and-shoot camera. You should be able to get one in the $350 range, maybe less. The D40 comes with an 18-55 lens.

Next up would be the Nikon D70s or one of the Canon Digital Rebel models. Sorry, I'm not as up to date on Canon models as I should be. These models will run you in the $600 range.

After that you're in the above $1000 range

I think the closest you will get is a Canon 400D with an 18-55mm lens-bearing in mind that the crop factor on a digital is about 1.6. In other words an 18-55 on a digital gives an equivalent focal length of 24-85mm on a non digital SLR.
