She made a mess and I spanked her , she is very sensitive now she is scared of me. How do I win her rust back?

The reason she is so sensitive is because she was adopted and we think she was abused by her prior owner, she is scared to death of the mop and broom or just about anything long in my hand .
I didnt beat her I just popped her on the nose and she ran away screaming bloody murder.

You have made a serious mistake with your dog. First, if she is a shelter dog, these dogs are wary of people in general and often untrusting. Second, by your own admittance, your dog was beaten or abused in the past.
First rule of rehabilitation with rescue dogs-NEVER hit them or show any threatening behavior. These dogs are slow to trust, and you have just set yourself back quite a bit with her.
You now need to take it slow and earn her trust back, if you can.
Just so you know, corporal punishment is never a good idea for a dog. They just don't understand why you are doing it. I would suggest you buy a good book on dog training, one that has nothing to do with "tapping on the nose" or any other crap like that in it.

As a rehabilitator of rescue dogs who are feral or abused,(I adopt the ones nobody else wants), I strongly caution you to try different tactics with your dog. The path you have chosen with her is the wrong one. You could end up with a misbehaving dog that you are not happy with, and the poor dog could end up back in the shelter from your frustration with her.

You have to earn her trust. You need to accent the positive and try to avoid too much negative. Take her out frequently to potty and praise her, hug her, tell her she is wonderful anytime she goes outside. If she has an accident inside and you don't catch her in the middle of it, just clean it up and don't make a fuss. If you see her in the act, tell her 'no' and take her outside. She probably won't go outside since she just did it inside, but you are giving her the idea. Don't try to force yourself on her now, let her come to you when she wants petting, don't chase her down, it will just frighten her more.

Well, you hit her for cryin' out loud... Don't ever hit a dog!
Unless you caught her right in the middle of going to the bathroom (and possibly even if you DID catch her in the act), she has no idea why you hit her. In the dog's mind, you're a crazy person who hits her for no reason.

You're going to have to take it slowly with this dog in order to win back her trust. Move slowly, speak gently, and give her treats and lots of praise. She'll come around.

Treats are always a good idea but don't approach her, especially if you are standing. A lot of people don't realize that to dogs our size can be intimidating. You should get eye level with her when you're giving her attention. It makes dogs more comfortable and they feel closer because you're both on the same level.

Oo, thats going to take a while. All you can really do is be quiet and gentle around her. Prove that it was a one time thing.
You can try calling her to you and giving her a really special yummy treat, then let her walk away. Keep doing this for a few mins several times a day.

Don't let these people on this board discourage you. Yeah its wrong to hit an innocent animal, but the important thing is that you realize that and you are trying to fix it.
Just do the best you can by showing your dog that you are not a threat and that you love her. I am sure that it will take some time for the dog to build up trust again, but be persistant and they will come around. Try to invite them to play with their fave toy!

Just when she feels comfy enough to come around again just rub her and tell her how you love her and how good of a girl she is and slowly you should win her trust back.

Never, ever hit innocent animals. I trust you've learned your lesson. Don't push it with her ... let her come to you when she's ready. Talk to her with love and affection in your voice. There are many training books and videos available that will help you discipline and train your dog appropriately. Remember, dogs are innocent and loving animals who just want to be your protector and friend. Please take care.

I did this to my cat once and she wouldn't come around me for over a week

I talked baby talk to her for days, crawled around on my hands and knees at her level and just talkled to her, even if she wasn't paying attention to me, I just talked at her in her direction

I also bribed with food - I rubbed wet kitty food on my fingers and swayed them in her face until she started licking

when I finally got her in my arms, I wouldn't let go when she started to struggle - after a few scratches and hisses, she eventually calmed down and let me pet her

after that, we were fine again

You should never hit a dog. They don't understand things like humans do. Your going to have to take a lot of time and patience working with her. Call her to you and give her treats and love/pet her when she comes to you. Make sure you take her for walks and spend alot of time with her.
